The Process & Reason for the Proposal:
It is with excitement and anticipation that I write to you as the Montana FCCLA Board of Directors President. After many years of proposals and returning to the drawing board, members of bother the State Executive Council and the Board of Directors, are happy to roll out an updated version of the bylaws to govern Montana FCCLA.
The initial desire to begin this process was decided by the Board of Directors during the June 2017 meeting, with the focus being strategic planning for the organization. The board contracted with Terry Profota with Sage Solutions to engage in this process.
As the board began the process, it was evident that before strategic planning could take place, the bylaws (and constitution – now rolled into one) for the organization must be updated to be compliant with Montana state law and non-profit best practices. It was also evident that to do so, we would need input from the members.
We were so happy to have the advisors at the Leadership Rally engage in a preliminary planning session with Terry; the students and advisors providing input via an online survey; as well as the Town Hall meeting that took place over two days in late January. Through this process we have created a document that we hope will allow Montana FCCLA to not only be compliant with State law but grow into an organization that is sustainable and innovative.

Vote on the Proposal:
On Tuesday morning of State Leadership Conference, the business meeting will start at 8:30 a.m. At this time the two voting delegates for each chapter will sit near the stage to vote on approving the proposed bylaws. Because this will also be a constitutional change, the requirement to pass will be 2/3 of delegates in attendance. Please read over the proposal and discuss this point of business with your students.
If questions arise after communication with your representative, there will be a short period of time during the advisers meeting at the State Leadership Conference. Similarly, if students have questions or confusion, a representative will also be attending all District Meetings on Monday evening from 4-4:45pm.
Chapters are encouraged to share questions and concerns in advance of State Leadership Conference. Thank you all for your interest in this, as well as your participation. If you have any questions on the proposal process please contact myself, or any other Board Directors.
